The sprites aren't really animated, like, each sprite hand drawn. Each Pokemon is composed of many small sprites (i.e. legs, body, head, fluff) which move, rotate, and animate on their own, kind of like Flash animations. For instance, look at Raikou's back in the High Quality video.
