If you are under the age of consent, yes. You can be charged with distribution of child pornagraphy if you are, say, a 13 year old girl sending pictures to a boy. Getting a prosecutor to make charges stick, however, is a different story.
All told, they should both be charged with crimes. Not entirely fair, imo, but the law is the law. If you charge one, you should have to charge other if applicable.

It has nothing to do with age of consent, everything to do with pornography laws, federally you have to be 18 to be in pornography - doesn't matter what the sexual age of consent is.
Where it's fucked is that sending a selfie of yourself to a girlfriend/boyfriend under the age of 18 is considered distributing child pornography. Again, following the letter, not the spirit.
