The Energy Independence and Security Act of 2007 (EISA 2007), signed by President Bush, requires a 25% increase over the efficiency of the standard incandescent light bulb. This will affect the 100W incandescent bulbs first beginning in January, 2012. A large number of exceptions are written into the law to exclude specialty bulbs.
The incandescent bulb, largely unchanged for over 120 years, was long overdue for improvements. Fortunately halogen lamps, an improved type of incandescent lamp, have now been repackaged as a replacement for the standard incandescent light bulb. The new bulb doesnt have the high temperatures and handling issues that are normally associated with halogen lamps and it does have some advantages. CFL bulbs are still a better choice for an efficient light bulb in most applications. However, the Philips Halogena bulb seems to be the best direct replacement so far. Weighing in at 70 watts instead of 100 watts, the energy savings makes this bulb a better deal than the standard incandescent bulb. The Philips Halogena bulb is available at St. Louis area Home Depot stores.
