I looked it up and it looks like the two are being developed at the same time with the connectivity feature being the big thing in the game. However, it appears that is isn't the traditional Armored Core, but is rather a tactical strategy war sim.
Because no one has seen how it's implemented yet. So far, it's been implented in stupid ways on the Cube/GBA with Four Swords being the best game to use it. Plus, the PS2 has online play so connectivity isn't being used as a way to try to take people's minds off online play.

When they start forcing you to play multiplayer through connectivity, and that's the only way, there will be alot more complaining about it. Connectivity on it's own for simple features isn't bad, important features like multiplayer on the other hand is bad no matter who's doing it.
Nope, the original JP press release had ACFF PS2 set for "winter 2004" while ACFF PSP is set for "tba" (they also announced AC Nine Breaker for PS2 this fall). The PS2/PSP games could release at the same time but right now they aren't.
All this is just semantics though, the point of the list was showing repeat content. And ACFF definitely qualifies.
