If they play it right, and they are right now with the timing, I think Sony is taking October, yes.If Sony throws out a commercial blitz to promote this price drop then they could take October from Microsoft.
I don't see Microsoft dropping the official price further this year so we should pretty much have both consoles at the same price this holiday (barring retail specific deals) and so I believe this holiday will be a lot closer than last year.

Companies rarely use exchange rates to have equivalent prices in each country. For example, on Steam it's common to have a $1 == 1e rate when pricing games.
