You might not have them available yet(but I think you should). The number under the terminal(0/30 or whatever) means you need to attach that many whatever colored squares to it. The only difference is that if you have 1 Resonate, the characters will only go to the next position. If you have 2, then they will go to the 2nd position and so on.
That is it, you don't have to have any enemies close at all or inside, obviously you want to have the lines close to the enemies so the characters can CHARGE their attacks, and cause a lot of Scratch Damage and Normal Damage.
