3. Change it so that the gain from penalty kicks to touch is only territorial. In other words the opposition would have the throw-in this would essentially eliminate most of the opportunity of the mauls. Essentially kicking to touch from a penalty would be a free kick.

Option 1 is clearly the best option. 9 times out of 10 successful mauls are collapsed anyway as concceding the penalty is the best option.
