IIRC a combination of advancement in skills, advancement up the card (or maintenance of position), title(s) held, for how long, defences, and quality of feuds.
Reigns is better, no doubt - but not 5.
Jay Lethal though? Although in hindsight, he's had a decent year (I just don't like him).

Given that list of criteria, I'd hope that Banks is between 11 and 20.
Usually kayfabe stuff. Winning the Rumble and main eventing Mania is enough to get into the top 5 even if you don't accomplish much else the rest of the year.

They base it mostly off of a wrestler's position on a card and if/how long they held a major belt for during their designated period. Charisma, wrestling ability, etc. seem to factor in very little if at all. It's basically a kayfabe list.
