Seriously, I haven't played SimCity since SimCity 2000, long ago. I've been doing some quick research for this release but I'm still basically coming in near blind. Tips are certainly welcome as far as region and area wide planning goes. It's my understanding that serious regional cooperation won't be something to worry about until the individual cities grow a bit. Is that right? Is there a reasonable population that a city should reach before really considering specialties?

I do, but I'm going to be in either Korea or Japan when the game launches, so I'm not sure Origin will let me play from there, even though I bought the NA version.

Also, I don't know if I'll have enough bandwidth to download the whole thing (which is why I really really wanted a preload)

Yes.

You can make a police station large enough to service your own city

or

If you want, you can add additional cars to your squad and assign them to patrol your neighbors' cities as well.

It works the same way with fire trucks, ambulances, garbage trucks...

This will be important, especially when you unlock the advanced buildings, since it's unrealistic and inefficient to expect all 4 cities in a cluster to have all the advanced buildings each, when it's cheaper to have each city hold one or two advanced buildings, and then share with the other cities.

I made a big post about that stuff a page or two back.

I don't know if you should open more regions, since we really don't know how many of the people that are signed up will follow through and actually join their region or give their Origin name.

It might be a good idea to start a wait list for replacement people to take over for those who flake. And, if the wait list gets huge, then you know to open another region.
