No one knows, really. All I know is that growing up in Guadalajuara, the only arcade cab with everyone getting hyped and busy all of the time was KOF 97 or 98. KOF is a funny beast.

Neo-Geos were relatively cheap as hell arcade machines, they could play 3-4 games in a cabinet. Not to mention they are piss-easy to bootleg. They got to be all over Mexico, so players have just grown up playing that game instead of say, Street Fighter.

snk cabinets were way cheaper and they were easily pirated, at least in here (peru), also capcom fighting games were neglected, like if you saw someone play 3s there were atleast 20 guys on he kof 2002 cabinets.
