They're stalling for time, it wasn't planned.
There's basically nothing to cosplay in Star Citizen yet aside from, like, a flight suit that might get redesigned completely tomorrow. So everyone just wears military shit and slaps a Star Citizen patch on it and calls it a day.

It's a nice thing they are doing. Being so non-formal and close with the community. Actually not that bad.

I don't think so. I kinda like it despite the awkwardness, they're not afraid to show some personality unlike so many faceless devs.
A lot of other companies did conferences quite well at Gamescom this year.
