I'm not sure if it's because Valve has complete freedom with being a private company, but Blizzard seem afraid of taking risks, Hearthstone and Storm are further examples of playing it safe.
SC2 MP needs to go free, people can go on Twitch see League/Dota with 200k+ and then give it a go, you could even see GO and buy it for $5 this weekend. But with SC2 you need to buy the base game and expansion, and you're just not going to grab people like that.
I don't buy that you can't monetize the game as easily as League/Dota, Valve even has people buying HUDs and Loading Screens, they're selling people stickers in GO.
Valve gives people the tools to grow their tournaments, while Blizzard still has to approve tournaments over $10k (?). Look at Starladder it's went from being CIS focused, to now being a worldwide event, the prize fund has increased from $80k to $180k (sold ~44k tickets).
