Yeah I have had the same problem many, many times. A kind soul in this thread told me there was a way.

The number is your Steam ID. There should only be one unless you use multiple accounts on the same machine. Back that file up. It stores the categories (among other things, I assume).
Looks like Steam Store just got blocked in China. Can't access the Steam Store but I am able to play my games. Checked the web browser version of Steam using a proxy and it worked fine so I am guessing that it is blocked for some reason. Hope this is only temporary as if I miss the holiday sale, I am going to be livid.

I'm still amazed that Skyrim is completely DRM-free. A fairly audacious move by Bethesda, to be sure.

No, it won't. The retail version is literally nothing more than the Steam version packaged and stored on a disc.

That's peculiar, you should be able to run TESV.exe (or whatever it's called) without the client running at all. I will have to check it again once I get home. Make sure you're not running the launcher executable though, which is the one that lets you change graphics settings etc. (if you run DRM-free I assume you have to manually edit the config files to change those settings)Just tried to launch it and it was quite weird.
While I launched it by opening the game's EXE, the "Preparing game for launch" window of steam didn't appear. However when I closed steam, the game refused to launch due to some weird error.
I tried to launch Braid too (it also has a DRM free version, like most indie games) and it was similar - this time the game directly said that it needs to be launched from steam, although the regular steam DRM window didn't appear.

So you can't patch the tesv.exe yourself for modding purposes, you can't play it outside of Steam if you want to avoid future patches, etc. Remember that the option to not automatically update a game in Steam will still force you to update the game if you try to play it.From what I've gathered it has something to do with being able to play Skyrim without going through Steam, something they have apparently corrected now.
Yep. No more 4gb patch or anything else. Gives the usual steam 'encrypted' error if you patch it, and try to play.
