MGR has been initially announced for PC as well when it was still being developed by KojiPro. Since development switched over to Platinum Games the PC version has been quietly cancelled. Or Konami is being very quiet about it.

"Hire" volunteer community mods for the game hubs, like they do now with the Steam forums. And also give the developer's community managers admin privileges for the hubs for their games, again, like they do with the forums.

I could be wrong, but I think this is mainly an issue with games that have editors and mods, like the Source games and Bethesda games, for example. It shouldn't be that widespread of an issue where 2000+ game hubs need to be policed around the clock.
