I tried out Civilization V but after 2 minutes of looking at everything I just felt overwhelmed, it seems so complex, how long does it take to learn stuff and is it really worth it? I've never tried/played strategy before but I'm interested because of what the game is about I want to get into it but there seems to be so much to learn.

I don't think this will help since a bunch of different Steam games require different versions of different DirectX-ish libraries. There may not be a way to get it to stop for some games, but I'd like to know if there is aside from just trying to delete the installer.Try manually updating DirectX outside of Steam.
