The restriction is universal but you only need to provide tax information if you're in the US; international users just "sign" a form declaring non-US residency. Again, though, if you purchased an item from the store of another region in the past (it was once as easy as just changing stores -- billing info wasn't cross-checked) you need to jump through some proof of residency hoops and this takes several weeks.

Why are tags visible by default? Seems like it's providing a stage for attention whores who think they're incredibly clever or funny.

If I want to see a list of, say, shmups by searching on that tag, then its irrelevant to me whether that tag is also shown once I click on the linked search result to go to the store page.

Also a reputation system would be nice, if you troll with the tags you are banned from applying any more tags for a while.

you don't need to have played a game for 4 hours to tag it with "Female Protagonist", for example.

just don't get insulted if a game you like gets a dumb tag for a couple hours. One, the thing just launched, and two, lighten up.
