I wasn't feeling the combat until I started using the mod about 6 or so hours into the game. I would say to use it, for sure. Without it I almost gave up on the game, actually.

I have the personal belief that there should be at least two standard steam controllers - options to maintain backwards compatibility with the 360 controller if nothing else.

The second option is pointless. If you want a 360-like controller theres a pretty good one currently available and it's the 360 controller. The point of the steam controller is to make normally non-controller games function on a controller, like Civ 5 or Papers Please.

Even if MS was being silly and thought that locking DX10 to Vista would accelerate adoption from gamers, the main problem was that DX10 needed new cards to run the code (which didn't happen before IIRC), so the problem wasn't excluding XP but the millions who had DX9-only hardware. There were some oddities though, I remember Halo 2 requiring DX10, but not DX10-capable cards.Devs certainly did not widely support DX10 (which was Vista only, I remind you). Even Halo 2, which was published by MS, used DX9. Things changed around only after Win7 started being adapted.
Same deal with Win8/8.1 exclusive DX11.1 and DX11.2 - 11.1 is (according to Wikipedia) supported (mind you, optionally) by two games (Battlefield 4 and Star Trek Online), can't seem to find any data on DX11.2 usage.
Can't really say it's gaining 0.01% of the market share in three months time is something to be proud of (especially if the whole Windows family looses 0.5% compared to OSX in the same time).
