It's either braindead easy (Normal) where I'm literally just pressing a button to win, or frustratingly hard (Hard) with an endless stream of MMO quests with little to no story. What do people like about it?
I love the combat, it's just a shame it isn't utilized in a better context with better balancing.
The music is amazing too, but these two don't stand on their own I don't think.

How far are you into the game? If you're still quite early into the game, you're likely missing a lot of story context.

Port costs are significantly reduced compared to making the game itself. So it basically turns into easy money since the game is already profitable.
X game has a budget of 100 on PS4. The port to PC costs an extra 10 bucks. The amount of sales on pc covers its costs and can now continue to sell more and more for years to come.
Explain to me how more sales isn't a good thing, is basically what you're asking.

That's just comparing things you can't really look at without more in-depth data. There are over 125 million steam accounts and growing. Accounts that do a multitude of things. Not everyone on the platform is buying Nier and other such things. Some accounts might be nothing more than filler or someone who only plays valve titles. The PC base that is interested in Japanese exclusives might still be smaller than those who own a PS4 even with such a large amount of accounts.
By the same logic, Nier did pretty badly on PS4 considering the PS4 has sold over 53.4 million copies.
In the grand scheme of things you can't dictate what the user base buys. You should only care about if the game is successful in the eyes of the publisher.

If yes, Steam numbers are pretty good. Because 200-300k or so are Japanese sales.
Than that makes 400-500k western PS4 sales.
Why is that important? Because there was even more confusion about a japanese Steam version than with a Steam version in general, it came out later then the PS4 release, Steam release was later than Japan and West to begin with, no Asia release yet, etc, etc, etc.
Considering all that, I would say, yes. 220k are damn good.
