Yes. As far as I'm aware, DontGrantIfAppIDOwned can only be set to one ID, so it wouldn't be possible for Valve to blacklist all Steam Hardware IDs unless it decides to change that.

The one move anyone can remember for Mika from SFA3 is butt slam, you think most people would remember what her 2 360 grabs are

There's a UE4 version coming out soon that's free for people that own the original version, so I would grab it now because that version might not be available anymore, and who knows how soon the new UE4 version will discounted.

Yes. As far as I'm aware, DontGrantIfAppIDOwned can only be set to one id, so it wouldn't be possible for Valve to filter out all other Steam Hardware IDs.

It uses "ComplimentaryPackageGrants 76934", which is new, on both, so who knows.

Yup

Capcom isn't making the same mistake it made going from SFII->SFIII with SFIV->SFV in that it will not reset almost the entire roster because it feels that's the only way they can properly implement new fighting styles and get away with it. They learned that people want the majority of the roster to be familiar fighters.

So, they're including familiar fighters but totally reworking the shit out of them to practically make them new fighters. We've seen it with Ken, with Charlie, and will likely see it some more before SFV launches. It really is a smart way of handling things and shows that they learned a thing or two from SFIII's reception.
