Yup, this is how it works. Say you won something a couple hours prior to a 24 hour raffle with NOWINNERSDAILY, by the time it finishes you won't have won anything in 24 hours, so you'll be eligible if your name comes up.

I don't very much think I'd like a game that shows me the gruesome suffering that every enemy I kill faces right before death, as cool as the tech for that is. If I played Sniper, I'd probably try to go for a no kill run.

You can't get disqualified by entering the same raffle multiple times. Moddy ignores a pm if more than one game is included and that't it afaik.
