I havent play Cat Lady yet but from the video I saw on Steam, it did look like an amazing game. its creepy, crazy and a whole lot of trippy. lol Though the name of the game make me lol'ed every single time.

What activation ban?

There's a hard limit of 20 key activations -- successful or otherwise -- per 30 minutes. If you hit the limit, you're preventing from activating keys for half an hour, and if you hit the limit again within half an hour of the cooldown being lifted you're then prevented from activating stuff for a full hour.

It's also the bleakest and most depressing thing I've seen ever since BBC's Threads. If you decide to play it plan ahead to binge-watch all Disney or Pixar movies right afterwards, or something. Aside from that it is an amazing little indie game. I think mostly everyone who plays it does it not expecting much and ends up rather surprised.

Also, if you enjoy it like, a lot, you might want to try Downfall, the dev's previous adventure. It is not as good, or so I thought, but it shares most of the themes and motifs, as well as some of the characters.
