2. Agree to the Steam Hardware Beta Terms and Conditions
3. Make 10 Steam friends (if you haven't already)
4. Create a public Steam Community profile (if you haven't already)
5. Play a game using a gamepad in Big Picture mode

Not that hard to do.
SteamOS will be made available when the prototype hardware ships. It will be downloadable by individual users and commercial OEMs. (But unless youre an intrepid Linux hacker already, were going to recommend that you wait until later in 2014 to try it out.) Well post info soon about that. Oh, and stay tuned for the in-home streaming beta to begin soon, too!

GAF has 122k members. Steam has 65M active users. Steam universe has 950k members, aka 950k applicants for SteamOS beta. Now let's assume 10% of GAF are PC GAF, aka 12k. If we assume all 12k applied for the SteamOS beta (which is already based on the assumption all of them are actually active on GAF) the chance for one of them to be a part of it would be ~1.2%. That's actually a pretty good chance.
EDIT: Ignoring the fact that only US members can participate on both sides of the equation of course, since I have no means to find out how many there are at all.
