Spec Ops is very much a fun game when played on easy/normal.
Still the best survival horror I've ever played, just not as frustrating as it is on fubar.
I sometimes wonder if my experience with it would of been different if I hadn't played the whole game on hard difficulty. But I found the gunplay to not be bad, but something about the way the AI is programmed and thrown at you in large numbers usually, on-top of the limited enemy variety and kind of linear and almost scripted ways the combat rolls out a lot of the time (shoot glass with sand to auto-kill enemies, I wonder if the game wants me to use the turret in this section with a larger number of enemies in it that conveniently has a turret in it, there's enemies with rockets and cover that makes a pathway to those enemies with rockets I wonder what it wants me to do; To be fair, not all combat scenarios were like that, but a lot of them were.) to become sort of a tedium, but then I would also say I wasn't really having that much fun with the combat from the beginning. I think the combat doesn't really feel satisfying, or particularly strategic outside of the obvious.
