No, if you already own it it just gives you all the the DLC.

Yes, the shutdown has been postponed. Last thing they said was they "are exploring options" for the time GFWL shuts down. You'll have to wait longer.

Your base game save should still be there, as far as levels for the DLC I don't know. I just got the DLC this sale and have yet to play it.
