Yes they are sociopaths, shocking news.

Just because you were a bully in school doesn't mean you are a bully all you life.

Moreover, being a bully (whether that's a general thing or just a specific pattern against one or few individuals, a solo or group thing) doesn't mean you are deprived of your empathy or other facets of human relationships. There's very little to say that these things are mutually exclusive, perhaps more so than what this study proposes with mentally unhealthiness.

The truth is, as often the case when someone throws around sociopath as a bad word, the person in question likely has no disorders and acts of meanness (or a lot worse) are perfectly inline with human nature, stuff everyone is capable (and almost certainly everyone has done at some point in their life).
 
If bullying is genetic, there's not much they can really do change anything.

This doesn't look like a very good study, but just because something has a genetic component or people have a biological or genetic predisposition to do something doesn't mean they have to do it. Environment and culture can still have a big influence on something even it it has some sort of genetic basis. I think a lot of people unnecessarily freak out if any sort of study shows that some behavior has a biological component because they think that biology = destiny.
