Pending how Sakura does with its PE (hint, really well thus far), I wouldn't be surprised to see NISA get them. Toradora was licensed from Starchild (who holds the rights to Nanoha TV/movies), so there's a previous connection. That's the best guess one could offer as Starchild has licensed to all the notable companies recently.
If you asked me a year ago I never would have said NISA, but with CCS I can easily see it happening now. They might be waiting for the BDs of the series to come out first, though; as I learned in this thread, they're getting the same kind of high quality upscale that Toradora got.
