Well, I think because it's dealing with gender I instinctively want to see if there's a political position that the show takes or the author is trying to make.

If the series is going to make a point about gender (and that's a big if), I suppose it will happen little by little, over the course of many episodes, as the series progresses further. Two eps isn't enough. From what I know of the manga, later the "setup" of the series changes, so making a judgment right now would be too early.

They have an audience in mind that buys these items and so they have to include elements to appeal to them. This is why shows like K-On! and Euphonium had to hype the main four girls: to market to that type of audience despite the shows appealing to a broader audience.

This series is a bit confusing.
In one hand I think it tries to be a bit more "realistic", with life in a company, ceos, accounting, budget concerns, downsizing, r&d, etc.
But in the other hand, it doesn't seem real realistic to me. At all.
It has a too obvious of antagonist, he is clearly confrontational and reeks "bad guy of the story".
It isn't realistic that no one has heard of the plan to downsize A-TEC. And if the plan is to do it that way, without anyone noticing and then blame someone else while embezzling the money, it would be trivial to stop the machinations, making known what's happening to the rest of management.
All the complaints of what is happening to them and all the plans to affect the team are slightly bizarre. It's a company. Boss gives orders, done. You don't negotiate what it's going to happen, you accept it or resign and go to another company.
I think the inherent problem here is trying to make a fictional story (drama, thriller, intrigue?) of something as mundane as a company cutting a division. CEO announces, done. Would you imagine an ornate, bizarre schemes with drama and thrills happening every time Microsoft or Sony closes a division? It could be argued that a really great director could get a great movie of mundane stuff like this, but alas, in this case we don't have a great director.

I guess I'm wondering if I'm supposed to laugh at the female characters for being extreme or for being "wrong"? Should I even laugh at them since there is at least a kernel of truth in what they believe? Especially when the text they find themselves in emphasizes their physical attractiveness (but also paradoxically a lack of sexuality)? If I as a viewer is supposed to find them titillating, am I proving the point of these characters? Should I be locked up in some strange program that punishes men for expressing sexual desire?
Is it supposed to be funny because of the irony of these women's supposed puritanism is juxtaposed with not only their appearance, but with the physical pleasure that they give the male characters whenever they violently punish them?

I confess that I mostly view anime not so much as entertainment media anymore, but as a industry/business instead. It wasn't intended to make anyone feel guilty for enjoying anything; rather to keep in mind that the late night shows aren't made purely for entertainment. There's got to be some revenue coming back for the expenses paid out for everything and that comes from buying things. There's definitely projects made without concern of revenue going back (Coil was one mentioned earlier at an AX panel), but a lot of things need that revenue for the companies to stay solvent.

Certainly Hiramoto put a lot of effort into Prison School's art. But even Prison School's fans will call the series trashy. And that's OK. Not everything has to be high-minded, sophisticated art. There's a place in the world for all kinds of entertainment. But there's no way to claim that a raunchy sex comedy is as ambitious and daring in the manga world as historical fiction about an African-American blues musician from the early 20th century.
