It's not that. It's the extremely linear dungeon designs, the padding, the huge focus on the motion controls gimmick until the end (Enemy blocks three directions? Swipe from the side that's open! Repeat 10000x), the mostly uninteresting new species and characters (aside from motherfucking Groose), Akuma, terrible overworld et cetera. It could have been a great game, but it's one of the worst Zelda's IMO.

I wasn't expecting Majora's Mask, let alone Ocarina of Time levels of quality, but I was certainly expecting more than what we got.
