True, but you could simply argue unlock order. Maybe DHD, Dr. Mario, etc are all early unlocks needed to get Bowser Jr?

What really fascinated me was seeing that fighters have repeatedly been shuffled down to that last row as the CSS rearranges itself. Originally, I was convinced that the CSS looked wonky because Shulk, Sonic, Pac-Man and Mega Man were all locked into a second/third party row, but that's out the window.
