how would play rough show that jigglypuff is a fariy type? other then being a fairy move it just looks like personas dog pile attack

Beyond the visuals, there's things like Final Smash trophies to bring attention to what it is. You could even embellish it a bit and have other Fairy-type Pokemon appear during it to beat 'em up, that'd have been pretty neat. Something like Moonblast would be better at first glance, but unfortunately that's a move that Jigglypuff doesn't have access to normally. (Through technically Wigglytuff learns Play Rough, not Jigglypuff.)

Really though, I think Puff Up is just kind of lame all around. Even ignoring the Fairy-type nod opportunity, just giving her a Mario Final Smash clone in Hyper Voice would be preferable to me.
