There was a spy I was dominating, but I'd have to light him on fire at close range for 2 seconds and then as he ran away, pump 4 shotgun blasts into his back before he'd go down.
This was on gravelpit and it happened at least 5 times. Everyone was quick to go down, but this spy was made of Teflon.
EDIT: It was spy. Took two seconds to collect my breath. And he'd always be camouflaged as a sniper, but be burning and invisible as he ran.
