He's a narcissist, doesn't know what truth is, lives in his own self made reality, is a sociopath, a paranoiac, I could go on. But he's not going to blow up his comfortable lifestyle over a tiny slight.
Clinton wanted a raw piece of Putin's ass between her teeth, and the shit was known. More sanctions were to be the least of Putin's worries. All he had to do was catspaw a foreign election. Childs play for one of the Big 3. In a country where elections were chaotic, closely contested, and extremely contentious. Add in the fact that they weren't taken seriously by many, used as a cash cow by industry, and as a political battlefield(all forms of corruption of another sort.) All he would have to do is create a net effect that could change a handful of percentage points and he greatly affects that country for years.
