It's a complicated process. Go to the Mage's tower thing in the Imperial City and you can start the quest.

I did the gray prince quest and in the final fight in the arena he just didn't fight back at all, and now I'm considered a murderer (dark brotherhood came to visit me), and in the fight I tried to find a solution without killing him, but couldn't.. it felt really sad. was there any other way out of this? I was trying to play a purely good character.
I killed Lucien though, so no dark brotherhood..

I head down to the Southern city to one of the Forts to grab an Amulet for some crazy dame in the Mage's Guild and the Fort is filled with these Garsh Darn trolls that I can't seem to kill. The creatures are supposed to be scalable to my level, so I think I'm just missing their vulnerbility. It's certainly not fire. I "trapped" some of the trolls and shot at them for over a half hour with a 20 point flame ball with no effect.
