He will be 10th as a non runner in the last session. I cant fully recall all the rulings for cars that stopped out on track, but he should be fine.

Regulations don't specifically say that your time under yellows has to be slower than your previous laps. You just have to slow down. In this case he could demonstrate that he slowed, but due to the fact the track was constantly improving, the time was not slower than previous laps.
