Certainly seems that way. No trackside cams (or even the helicopter) that we've been shown followed the Mercs through the opening few turns, despite them fighting for position. Even though stuff was going on behind them, that's the opposite of what you'll see at pretty much any other race. The front is the priority, and any incidents will be picked up later.
