Honeycomb is a currently shipping version, and it is completely closed. In other words, Honeycomb is about as "open" as iOS.
If I take iOS, tweak it and start putting it on devices, I will be in a world of hurt, not so with android and meizu has proven.
It's like getting mad at Google for not open sourcing their custom algorithm because they host the chromium project.
