My glass-half-full view on the new Tank/Witch spawns are that since the first group of survivors know where the tank or witch will spawn, they can then plan accordingly for their infected turn. But aside from that, I agree. I'd prefer alternating survivors/infected each round with the current system.
My ideal situation for tank spawns would be each group of survivors getting the tank before or after a certain point on the map. Like say the 2nd Tier weapons spawn. It won't be perfect, but it's at least some level of fairness with some level of randomness to the spawn. Sure, some folks will catch the tank before the elevator on NM4, but thems the breaks.
