I know what you mean. I see it as her character arc though:Sure, and I don't necessarily disagree, but that's just not staying true to the character and her history. She's always done her own thing, almost selfishly, and she's not someone who would ever assume that she's the one to "make the world a better place" - I don't see that thought crossing her mind.
Ciri goes from being someone who despises responsibility and limits on her freedom, to gradually accepting the responsibility that comes with her heritage and powers, and choosing first of all to risk her life to defeat the White Frost, and then to accept her birthright as rightful heir to the Empire in order to make life better for all of those under her rule. Ultimately it is her choice though, she is not forced to make it, she accepts that role of her own free will.
