Eh, doubt they are but I think it's way too early to say they're that bad, they are afterall kind of being put in situations to do exactly that. And getting messed with by Mulder and Scully who can read them well. Ofcourse they could end up as dumb tools.

Miller was pretty cool calling out those two guys and grabbing their picture as they thought he was about to make a call.
