Neither do I, but you can't deny that cloak objectively enhances your suitability beyond the mere 'stealth at a distance' effect that it was seemingly intended to produce. Cloak definitely reduces the speed in which I acquire the target and that's a huge advantage in a 1 vs 1 gunfight where the opponent is of equal skill.
At the moment I don't have much of an issue killing cloaked players but most players, those using cloak included, are pretty bad at the game, so it hardly makes a difference what gear they are using. If you were to get into a same skill lobby I think it would be clear that cloak wins gunfights, providing utility far beyond merely allowing the player to sneak around and avoid Titan's a little more effectively.
You can camp in CTF and Hardpoint and offer a pretty significant contribution to the team. And that's great, but I bet you wreck everyone else also. I do the same, but that doesn't mean I don't feel that not having cloak is a disadvantage in a 1 vs 1 gunfight. I 'wreck cloaked users every time' (as you put it) because it's very rare that I come across anyone decent online, especially on PS4. The lack of skill based matchmaking (which I do not have an issue with) causes that. Ultimately in these lobbies you could have perks that gave people a 50% health boost and it would barely make a difference considering how low the level of play is, but these balance updates need to be made with consideration to a competitive or same skill environment. If everyone in the lobby is of the same skill level, then cloak offers significant advantage in a 1 vs 1 gunfight, visual clarity is an important facilitation of fast target acquisition and to deny that, or its significance in determining the outcome of a gunfight in a game with a lightening fast time to kill, is naive.
