One Piece has a knack to make its villains SUPER villainy through lots of scenes. Its can seem more annoying with Spandam then guys like Crocodile because Spandam is a little bitch, but then that's kind of the point.

Spandam was definitely the worst of that habit. There's not much to him other than being weak and super annoying unlike other OP villains.
