The anime uses Kon a LOT more than the manga. I loved how recently in the manga Kubo suddenly remembered that Kon was a character and how he used him
How come so many shounen manga artists seem to forget their own characters?

Kon was never a major character in the manga. The anime gives him a lot of filler and uses him as its mascot.
