In Naruto Lee was basically the case study of hard work paying off, he had no natural skill. He had to work at it. Then Shipuuden comes along and Lee gets relegated to the background which really sucks.

Not surprising, given that the manga totally drops that theme.

I never understood why Rock Lee ever got so popular

He's funny, has a likable personality, his fights are fun to watch, and his character message about the importance of hard work resonates with people.

In short, he's a good character.
