Not in one purchase, but yes it's possible.
Maybe it's my region but the cheapest I can get 1200 points is by spending $25 (1000+500). I'm not sure Trials is worth that.

You could get 2000MP, then hold back the 800 for a sale (you could pick up two great games for 400MP each in a sale).

There are some people on Ebay selling 1600 points for $15 if you are comfortable with that. I got in on that earlier today.

It's easier than HD, and more welcoming to beginners, but it's still going to be "hard" unless you put the effort in to get better. So worth it though.

Not entirely. They're locked to US/Japan/Europe, but European cards work in every territory in Europe.

That's right. And tbh I meant US Region, european region and the rest. Sometimes I use UK cards to load points on my german XBox Live account.
