yes. but there's way more than that. i'm not sure where we're at this far in (they obv have more money by now), but basically half the footage in s1 was borrowed from the japanese ranger series. so you're looking at maybe 9 minutes of original footage cut in with recycled scenes of zords being summoned and forming up, even the "it's morphin time" sequences. it's all brilliant.
