I doubt they're going to go all the way to Vermillion and through Diglett's Cave to get it. Also, you need to have at least 10 different Pokemon. The only way that will happen is if Charmeleon and Pidgeotto evolve soon.
You need to have caught 10 Pokemon to get it. You can beat Rock Tunnel in the dark though so I'm sure it'll be fine.

Same thing they are going to do when they get to Lavender Town and realise that the only Pokemon they have that can hit ghosts is Rattata and it's like half the level of the trainers there.
