They are seemingly taking Apples approach, and not allowing apps that they think will duplicate functionality. Of course, that functionality doesnt exist yet, so maybe there is something else going on that we dont know about. It is worth nothing that IM+ for Windows Mobile also doesn't support Windows Live Messenger, so it's not an OS thing.

Its been a while since we posted something. Between fixing state machines and avoiding the paparazzi, we have been busy tinkering with Microsoft behind the scenes.
As you may remember, one of our goals was to make Windows Phone development more accessible. Plans have recently solidified and we can now reveal a solution weve been working on.
As announced on the Windows Phone Dev Podcast, we will soon be launching an approved Windows Phone unlocking service as part of ChevronWP7 Labs. This will be available to developers across all skill levels and all regions.
The service will require a small fee currently via PayPal to offset costs but we assure you it will be more affordable than the App Hub. Those who wish to write and immediately publish apps are recommended to sign up to the App Hub instead.
Were excited to be making this service available to users with the support of the Windows Phone team.

Come this fall when Mango is pushed out (yeah, you're going to hear that a lot for now unfortunately) my understanding is that there will be tighter integration as well as better Skydrive integration, which I assume is good for stuff like Office.

I think it's an awesome idea that they're approving it/helping with it but still keeping it unofficial and optional. It puts the responsibility on the users if they (the users) screw anything up.
