Sure if your using a literal meaning of the word however many people can immediately recognise when an anime is trying to be moe and classify that as moe. Does Japanese live action do this at all? Not to excuse any media for the usual tawdry objectification thing (at least, as per this weekend, Zac Efron appears to be making a conscious decision to be seen as the new old Matthew McConaughey for the rest of his 20s), but I was curious; I haven't watched enough super-commercial Japanese live action to notice a trend.
It's purely a ratios game at this point, though, isn't it? For every Megan Fox bending over a car scene in Transformers there's several more, relatively easily accessible, classier portrayals of women in Western cinema, TV etc. Anime as a niche industry with limited output feels like it has disproportionate representation of this - indeed that's a draw for many anime fans - and I don't think even a cynical quip can dismiss that perception.
It's a male dominated industry and as such with most male dominated industries, there are going to be tits and ass shots. It's a larger societal issue than just blaming it on anime and the fans. You could create a thread in OT about female ass shots in comic books.

Introducing a character by seeing their ass and tits first severely undermines the importance of said character. The animators are just saying, heres a girl so you guys can stare at her ass and tits.
