Probably, but I suspect they've some pretty important differences in the design nuances that might impact your enjoyment.
Fundamentally they share a lot of similarities. You've a big, open world to explore with a lot of populated areas, secrets, dungeons, caves, treasures, etc. You level up your character, choosing equipment and play style. There's a lot of narrative/dialogue to interact with.
But there's also likely some major differences. Skyrim arguably has more build diversity in that you can be the stealth bow guy, sword shield guy, magic staff guy. Whereas The Witcher is always the one guy, sword/magic/potions/bombs, and your upgrade path will decide which you specialise in first. The world is likely to be a lot more unforgiving, in that while Skyrim quite readily let you wander almost anywhere at any point, Wild Hunt will populate the landmass with very difficult dungeons, monsters, etc that you'll have a very hard time fighting until you level up and come back later.
They're open world RPGs, and CDPR hasn't shied away from saying they were inspired by Skyrim, but they're also very different.
