I think his point was less that she directed a low-budget movie, and more that the last movie she directed was 14 years ago. Whereas Nolan was making Batman just two years after Insomnia.

Suicide Squad, despite its plotting problems was about a billion times better than Thor 1. Thor 1 had worse plotting problems.
